Portland, Oregon is a city of parks, coffeehouses, bicycle paths, and bridges. This was designed as a tool to align economic development with regional planning. For example, it identifies 12 key values that should be considered in planning for Portland's future.
One of the most important things that the Economic Value Atlas aims to achieve is the alignment of infrastructure investment with regional planning. That's because the economic and civic infrastructure that supports the region's growth is interrelated. To do this, Metro worked with a variety of stakeholders to identify the most critical needs in the region. They wanted a common set of economic facts to be used as benchmarks and a more comprehensive picture of the metropolitan area.The Metropolitan Policy Program and Metro were able to address this need by defining 12 key values to guide the research. A team of experts gathered input from multiple sources to ensure that the results were credible and could be compared to other metropolitan areas.The Economic Value Atlas can serve as a model for other metropolitan areas. In addition, the document can help Portland's city and state governments improve their economic planning. While the Economic Value Atlas is intended to help city and state planners identify the most effective investment in infrastructure, it can also be a helpful tool for residents to identify places that provide value for their money.

Portland Oregon is home to diverse communities that include a thriving African-American community. However, due to a history of gentrification, expulsions, and neighborhood segregation, the African-American community has suffered serious disparities in housing and other social outcomes. While Portland Oregon has historically had strong Black neighborhoods, the construction of highways and other changes to Portland's city infrastructure has eroded these communities.The city of Portland has an over-represented white workforce. Currently, there are only 5.4 percent of black students who earn a bachelor's degree or higher in the city. While Portland Public Schools is one of the best performing districts in the nation, black students are underrepresented in the school district. Even if they make up almost 10% of the population, black students are only graduating at a rate of just over half.The Portland Housing Center assists over 350 people annually, most of them first-time homebuyers. In 2006/07, African-Americans accounted for 12% of its clients, compared to 4% today. There are many factors that contribute to the disparity in homeownership, including historical and current policies.
For instance, mortgage rates are one of the main factors causing low homeownership rates.For a city to be truly livable, it must be diverse. This means that African-Americans need to have equal access to opportunity, and the playing field must be level. This means eliminating disparities in health, education, housing, civic engagement, and economic development. Furthermore, the city and Multnomah County must intentionally include those underrepresented in decision-making.Racial disparity is an issue of great concern in the state's child welfare system. In fact, Governor Kulongoski established the Child Welfare Equity Task Force in 2009 with the specific purpose of reducing racial disproportionality. In addition to the task force, Oregon's Department of Human Services and local Commission on Children, Families, and Community are working to address this disparity.To address these disparities, public agencies must ensure that they hire culturally competent administrators. They must also provide adequate professional development to staff members.
To increase their inclusion rate, school districts must adopt an affirmative action policy. This means hiring more teachers of color. It is imperative to ensure that MBEs are represented at every level.In the 2011-2012 school year, nearly half of the teachers in Oregon's schools were African-American. Despite the disparities, some school districts have made significant progress in reducing their achievement gaps. For example, in Multnomah County, only 17 percent of Black adults have completed high school. By contrast, the White population is highly educated, with 43% having post-secondary education.In Multnomah County, racial disparity is higher than in the nation. The rate of indictments among Black youth in Multnomah County is greater than the rate for White youth in the nation. This disparity is also worse for single mothers.
